The Citizens' Bond Oversight Committee is pleased to forward its annual report on the progress of the $490.8 million general obligation Measure C bond program for the 2013-2014 fiscal year. The committee continues to carry out its principal duties of ensuring that bond proceeds have been expended for the purposes set forth in the Measure C ballot language, reporting progress annually to the public, and providing a compliance statement. Responsibilities of the Foothill-De Anza Board of Trustees include prioritizing projects and monitoring spending levels of individual projects and potential cost overruns.
With the two largest Measure C building projects, the Media & Learning Center at De Anza College and the Physical Sciences & Engineering Center at Foothill College, completed and placed into service, the focus has been directed to the remaining large building renovation projects and site work. The De Anza College Advanced Technology Center renovation, the renovation of five Foothill College classroom buildings, and site work for the district’s new Education Center in Sunnyvale have been completed during this reporting period. The updated buildings ensure the availability of exceptional teaching facilities for years to come and the new Education Center will expand the district’s presence in the community.
Additionally, as you will see in this report, many other Measure C projects have been completed that improve technology and utilities infrastructure, modernize classrooms and instructional equipment, enhance access for disabled students, and improve campus safety.
The funding provided by Measure C is an indispensable investment in these colleges. It is essential to maintaining both Foothill College and De Anza College campuses as valuable community resources for enhancing educational opportunities and training and retraining students for higher paying and higher skilled jobs.
The committee relied on the annual performance and financial audits conducted by an independent certified public accounting firm, which disclosed no instances of non-compliance with the terms of Proposition 39 or Measure C. The committee wishes to report that, to the best of its knowledge, the Foothill-De Anza Community College District is in full compliance with the responsibilities described in Article XIIIA, Section 1(b)(3) of the California State Constitution.
